C. Todd Jones has been President and General Counsel of the Association of Independent Colleges and Universities of Ohio since 2005.
From 2001 through 2005, Mr. Jones served in the U.S. Department of Education, including three years overseeing policy development and budgeting as Associate Deputy Secretary for Budget. He was also Deputy Assistant Secretary for Enforcement and was delegated the functions of assistant secretary in the Office for Civil Rights (OCR). While at OCR, Mr. Jones served simultaneously as executive director of the President’s Commission on Excellence in Special Education. That commission’s recommendations were the core framework for the Individuals with Disabilities Education Improvement Act of 2004.
Before joining the Bush administration, Mr. Jones was the first president of the National Education Knowledge Industry Association. He also served as an attorney on the staff of the U.S. House Committee on Education and the Workforce. In that capacity, he was the chief majority staff negotiator of the landmark Individuals with Disabilities Education Act Amendments of 1997.
Prior to that he was an assistant counsel for the American Rehabilitation Association. Mr. Jones holds a Bachelor of Science degree in business administration and a Juris Doctorate from the University of Denver, and a Master of Law degree from Georgetown University Law Center. Mr. Jones is a member of the Ohio, District of Columbia and Colorado Bars. He is vice chair of the National Association of Independent College and University State Executives, and is on the board of directors of the National Association of Independent Colleges and Universities.
